The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has completed a comprehensive review of Nigeria’s Revenue Allocation Formula and concluded work on the review of remuneration for political, public and judicial office holders.

Chairman of the Commission, Dr Mohammed Bello Shehu, disclosed this on Saturday, August 15, 2026, during an interactive session with members of the Nigerian Guild of Editors (NGE) in Lagos.

Shehu said the two major reform processes had reached advanced stages and were awaiting consideration by the appropriate authorities.

The RMAFC chairman, who presented an overview of the Commission’s achievements from 2023 to date, said the period had witnessed significant reforms aimed at strengthening revenue monitoring, derivation verification, fiscal coordination and its advisory role on remuneration and revenue allocation.

He said the Commission had prioritised improved data integrity, stronger inter-agency collaboration and equitable distribution of national revenue among the three tiers of government.

RMAFC Tackles Oil Revenue Monitoring
According to Shehu, the Commission has intensified monitoring of oil and gas production data to ensure accurate implementation of the 13 per cent derivation principle.

He said verification exercises, geospatial mapping and collaboration with relevant agencies had helped resolve several long-standing disputes over oil well attribution.

One of the major interventions, he said, was the reallocation of 17 oil wells from Imo State to Rivers State, in compliance with a Supreme Court judgment.

He added that similar interventions had been carried out in Cross River, Akwa Ibom, Imo and Anambra states, while improved gas production reporting had enabled Enugu and Kogi states to benefit from derivation revenues.

Shehu said RMAFC had also strengthened its collaboration with the Nigerian Upstream Regulatory Commission (NUPRC), Nigerian National Petroleum Company Limited (NNPCL), Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), National Boundary Commission and the Office of the Surveyor-General of the Federation.

He disclosed that the Commission was also engaging the Ministry of Defence over crude oil theft, pipeline vandalism and production losses, which he described as major threats to national revenue.

Beyond the petroleum sector, Shehu said RMAFC was exploring additional revenue opportunities through partnerships with the Federal Airports Authority of Nigeria (FAAN) and the National Space Research and Development Agency (NASRDA).

He said satellite and geospatial technologies were being considered as tools for identifying new sources of revenue.

Remuneration Review Reaches Advanced Stage
On remuneration, Shehu said the Commission had completed the review of salaries and allowances for judicial office holders, resulting in the enactment of the Judicial Office Holders (Salaries and Allowances) Act, 2025.

He added that the review of remuneration for executive and legislative office holders had also reached an advanced stage.

According to him, an executive bill on the proposed Political and Public Office Holders (Salaries and Allowances) Act, 2026 is expected to be transmitted to the National Assembly.

Shehu, however, stressed that improved remuneration must be accompanied by accountability and performance.

He said better pay for public office holders should ultimately translate into improved service delivery to Nigerians.

New Revenue Formula Ready for Transmission
The RMAFC chairman described the review of the Revenue Allocation Formula as one of the Commission’s most significant assignments.

He said the exercise involved extensive consultations with the three tiers of government, technical stakeholders and Nigerians across the country.

The review, according to him, considered fiscal responsibilities, revenue trends and comparative experiences from federal systems in other countries.

Shehu said the process had produced a harmonised report and legislative proposals that were now ready for transmission to the appropriate authorities.

He explained that the objective was to establish a more equitable and sustainable revenue-sharing framework that reflects Nigeria’s current economic and governance realities.

The chairman also highlighted improvements in the Commission’s infrastructure, including the rehabilitation of critical facilities, installation of enhanced security systems and ongoing renovation of its headquarters.

He said staff welfare had also received attention through improved healthcare services, training and capacity development programmes designed to strengthen technical expertise within the Commission.

Shehu said the engagement with the Nigerian Guild of Editors was part of RMAFC’s efforts to promote transparency and improve public understanding of its constitutional mandate.

He reaffirmed the Commission’s commitment to proactive communication, data-driven reforms and stronger engagement with the media to promote accountability in public finance.

In his vote of thanks, the Chairman of the Public Affairs and Communication Committee (PACC) and Federal Commissioner representing Kwara State, Hon. Ismail Muhammed Agaka, commended the media for its role in strengthening democratic accountability.

Agaka reaffirmed RMAFC’s commitment to sustained engagement with stakeholders.
Other PACC members present included Hon. Peter Opara (Imo), Hon. Ekene Enefe (Anambra), Hon. Hadizatu Uwani Mustapha (Borno), Hon. Ahmed Waziri Hassan (Adamawa), Hon. Bob-Helen Inafa (Bayelsa), Hon. Oti Nkechi Linda (Abia), Professor Olusegun Adekunle Wright (Lagos) and Hon. Victor Eboigbe (Edo).
