NIMC, NIPOST Sign Strategic Deal to Link National Identity Database with Postcode System

The National Identity Management Commission, NIMC, and the Nigerian Postal Service, NIPOST, have entered a strategic collaboration to integrate the National Identification Number, NIN, database with Nigeria’s National Postcode System.

The partnership was unveiled at a joint event in Abuja on Thursday, with both agencies describing it as a key step toward building Nigeria’s digital public infrastructure.

The Director-General/CEO of NIMC, Engr. (Dr.) Abisoye Coker-Odusote, said the collaboration goes beyond a formal agreement, noting that it aims to create an integrated ecosystem where identity and location work together to improve governance and citizens’ access to services.

“Identity alone is not enough. For a digital ecosystem to function efficiently, trusted identity must be complemented by trusted location information,” she said.

Coker-Odusote explained that while the NIN establishes who an individual is, the postcode system establishes where that individual can reliably be reached.

She added that with the signing of the NIMC Act 2026, the Commission now serves as the custodian of Nigeria’s Digital Public Infrastructure for identity and the Root Certification Authority for the National Public Key Infrastructure.

To give the partnership practical effect, she disclosed that NIMC and NIPOST teams have already begun work to integrate postcode retrieval into NINAuth, so Nigerians will soon be able to confirm their address and retrieve their postcode through one trusted platform.

“This will make access faster and more convenient for all Nigerians,” she said, adding that the move will strengthen planning, improve beneficiary targeting, and support more effective policy implementation in health, education, finance, logistics and emergency services.

Coker-Odusote said the collaboration reinforces President Bola Ahmed Tinubu’s Renewed Hope Agenda, particularly commitments to digital innovation, economic inclusion and improved public service delivery.

She commended NIPOST’s leadership for its openness and pledged that NIMC’s technical teams will translate the shared vision into initiatives with measurable outcomes.

“Ultimately, this partnership is about more than institutions. It is about improving lives. It is about ensuring that every Nigerian can be uniquely identified, securely authenticated, accurately located, and effectively served,” she stated.

The Postmaster General/CEO of NIPOST, Tola Odeyemi in his welcome address, said the partnership aligns with NIPOST’s transformation agenda of repositioning the agency as a modern national infrastructure institution.

“At NIPOST, we believe that national development is strongest when every person can be identified, every location can be reached and every community can be connected to opportunity,” he said.

He described identity and postcode as the two critical capabilities every modern economy depends on: “Identity gives people access. Postcode gives services direction.”

He noted that NIPOST’s nationwide presence and statutory responsibility for addressing make it uniquely positioned to support the development and adoption of a modern addressing framework.

“Our objective is not technology for technology’s sake. Our objective is impact. It is about ensuring that every Nigerian can be identified, located, reached, and served,” he added.

Both CEOs said the partnership will uphold the highest standards of privacy, security, data governance and institutional accountability.

The NIMC-NIPOST collaboration is expected to accelerate Nigeria’s digital transformation by ensuring seamless interoperability between identity and addressing systems across the country.
