CIOTA Appoints Ijeoma Clara Okere as New Registrar

The Governing Council of the Chartered Institute of Transport Administration of Nigeria (CIOTA) has appointed DCNS Ijeoma Clara Okere as the new Registrar of the institute, with effect from September 1, 2026.

The appointment, announced in a circular signed by the President and Chairman of the Governing Council, CTN. Prince (Dr.) Segun Ochuko Obayendo, followed the expiration of the five-year tenure of the incumbent Registrar, Mr. Rasheed Isiaka Aiyelabegan.

According to the Governing Council, the appointment was made in line with Section 10(1) of the Chartered Institute of Transport Administration of Nigeria (Establishment) Act, which empowers the Council to appoint a fit and proper person as Registrar of the institute.

The Council said Okere emerged through a transparent and merit-based selection process after being adjudged to possess the required qualifications, professional competence, leadership experience, integrity and capacity for the office.

It expressed confidence that her appointment would strengthen the institute’s commitment to excellence, good governance, institutional growth, professional development and the advancement of transport administration practice in Nigeria.

Okere is a Fellow of the institute, a retired Permanent Secretary in the Abia State Ministry of Transport, South-East Zonal Coordinator of CIOTA and a member of the institute’s Governing Council.

She is expected to officially assume office on September 1, 2026.
The Governing Council called on fellows, members, corporate members, state chapters, accredited institutions, strategic partners, government ministries, departments and agencies, development partners and the general public to extend their full cooperation and support to the new Registrar as she assumes her responsibilities.

The Council also congratulated Okere on her appointment and expressed optimism that she would have a successful and impactful tenure as Registrar of the institute.
