Touray: New ECOWAS HQ Signals Unity, Deepens China Partnership

President of the ECOWAS Commission, Omar Alieu Touray, has described the inauguration of the new ECOWAS headquarters in Abuja as a historic milestone that reflects West Africa’s commitment to deeper regional integration, stronger institutions and shared prosperity.

Speaking during the official commissioning of the new headquarters, Touray expressed profound appreciation to Xi Jinping and the government of the People’s Republic of China for financing the project, describing the facility as a lasting symbol of the enduring partnership between China and West Africa.

He also acknowledged the presence of Yu Dunhai, who represented the Chinese President at the event.

Touray recalled that China had consistently supported ECOWAS beyond infrastructure development, including providing strategic military equipment and vehicles to strengthen the region’s peace support operations.

During the commissioning 

According to him, the latest project further demonstrates China’s commitment to advancing peace, security and development across West Africa.

The ECOWAS Commission President said the headquarters project, which began with a groundbreaking ceremony in December 2022, was completed in approximately two years, describing the achievement as a reflection of strong partnership, efficiency and commitment.
He explained that the new headquarters was conceived to address operational and logistical challenges caused by the Commission’s activities being spread across multiple locations in Abuja.

“The headquarters stands not merely as an architectural achievement, but as a powerful symbol of our collective determination to deepen regional integration, strengthen institutional efficiency and advance the shared prosperity of our people,” Touray said.

He also commended the Federal Government of Nigeria for its continued support to ECOWAS through policy backing, infrastructure provision and institutional cooperation.

According to him, Nigeria has continued to play a pivotal role in promoting regional unity and integration since the establishment of ECOWAS.
Providing details of the new complex, Touray said the facility consists of a central building with nine floors, flanked by east and west wings with seven floors each, and is designed to accommodate all personnel of the ECOWAS Commission alongside project staff.
He noted that the headquarters is equipped with modern meeting rooms fitted with interpretation facilities, archives, kitchenettes, restaurants, banking services, clinics, a gymnasium, retail outlets and a daycare centre to support nursing mothers working within ECOWAS institutions.

Touray stressed that while the building represents a significant achievement, its true value would be measured by the quality of decisions and services delivered from within its walls.

“As we celebrate this important achievement, we are reminded that buildings do not deliver transformation; people and institutions do. It is our collective responsibility to ensure that this headquarters becomes a true centre of excellence that drives innovation, fosters collaboration and delivers tangible benefits for the people of West Africa,” he said.

He called on member states and ECOWAS institutions to use the new headquarters as a platform to deepen regional integration, strengthen peace and security, promote economic transformation and improve the welfare of citizens across the sub-region.

Touray expressed optimism that the new headquarters would serve as a lasting symbol of unity, resilience and the strong partnership between West Africa and China, while inspiring future generations to build a more prosperous and integrated region.
